Kimberly Neisler was born in Orlando and has lived her entire life in Central Florida. She began her fire service career with the Maitland Fire Rescue Department in 1982. She started her career as a Firefighter/Paramedic and she steadily promoted through the ranks of shift Lieutenant, Battalion Chief, Assistant Chief, and finally Fire Chief in October of 2012. Chief Neisler manages all phases of fire department operations inclusive of emergency and non-emergency responses; staffing; field operation training; budget matters; and the department's EMS program. Chief Neisler's responsibilities include the continued implementation of the department's strategic planning, continuation of the department's accreditation from the International Fire Service Accreditation for the organization, advancement of performance measurements within the department and expansion of the city-wide disaster preparedness efforts in her role as City Disaster Manager. Chief Neisler is a member of the International, State and Central Florida Fire Chief's Associations. In addition to her Fire Rescue responsibilities, Chief Neisler is a licensed Registered Nurse. She has been married to her husband Terry, a police officer, since 1983 and they have three daughters.

Deputy Fire Chief Will Watts

Deputy Fire Chief Will Watts began his service with the City of Maitland in early 2001 as Firefighter/EMT. Shortly thereafter he completed Paramedic School and became an autonomous Paramedic. He served in the capacity of a Paramedic Preceptor before becoming an Engineer in 2003. In 2007 he was promoted to Lieutenant, in 2012 to the rank of Battalion Chief, and in 2013 to Deputy Fire Chief.

Chief Watts currently holds an Associate in Fire Science Degree from Columbia Southern University and a Bachelor's Degree in Emergency Management from Waldorf University in Iowa. He also holds Fire Officer I, II and Fire Instructor III certifications with the State of Florida.

The role of Deputy Chief is to ensure oversight of Fire Department operations by directly supervising the Operations Battalion Chiefs. Other roles are budgetary and strategic planning. He also serves as a liaison to Orange County Operations Chiefs Group. Chief Watts is a member of State and Central Florida Fire Chief’s Associations.

Assistant Fire Chief Charles Van Camp

Assistant Fire Chief Charles Van Camp began his service with the City of Maitland in 2006 as Firefighter/EMT. Shortly thereafter he completed Paramedic School and became an autonomous Paramedic. He served in the capacity of a Paramedic Preceptor before being promoted to Lieutenant in 2012.

Prior to joining the Maitland Fire Department, he attended and graduated from the University of Central Florida with a Bachelor’s Degree in Political Science. He is certified as a Fire Officer II, Fire Inspector I, Life Safety Inspector I, and Fire Instructor III. He is a Certified Fire Protection Specialist through the National Fire Protection Agency. He is also a certified Incident Safety Officer through the Fire Department Safety Officers Association. Chief Van Camp is currently finishing his Master’s Degree in Public Administration at Barry University.

The role of the Assistant Fire Chief is to ensure oversight of fire prevention, accreditation, occupational health and safety, and training. Chief Van Camp is a member of the State and Central Florida Fire Chief’s Associations, the National Fire Protection Association, the Florida State Firefighter’s Association, the Florida Public Trustees Association, and the Fraternal Order of Leatherheads Society.

Norma Jean Torres

Administrative Assistant to the Fire Chief

Norma Jean Torres came to the Maitland Fire Department in 1991, in a part time capacity, with an extensive local government service background. Having served city managers and department heads in both Florida and North Carolina, Mrs. Torres would go on to play a similar role with the Maitland Fire Department. In 2005, Mrs. Torres accepted a full time position within the Department as the administrative assistant to Fire Chief. Mrs. Torres is responsible for a number of undertakings including budgetary, planning and accounting activities together with that of preparing the annual budget and day-to-day expenditures; naming of streets and addressing of residential and commercial properties; initiating the City's emergency notification system; EMS transport billing; and Pension matters.  Overseeing daily activities such as scheduling truck demos and station tours; special details; and coordinating special projects and events are also part of Mrs. Torres' responsibilities.

Dennis Marshall

Fire Marshal

Serving as the City's Fire Marshal since 1998, Dennis Marshall is responsible for public education to the residents and visitors of Maitland which include fire safety in the home, at work. Dennis has been involved with the Orange/Osceola Juvenile Fire Setter Intervention Network since its inception a decade ago, and has taught the intervention educational program to many children throughout the Central Florida area. Dennis is responsible for overseeing plans for new developments within the City, both commercial and residential, as well as being responsible for conducting all fire and life safety inspections required by Florida statute. 

In addition to the fundamental certification requirements as a firefighter/ EMT, Mr. Marshall also is a state certified Fire Officer, Fire and Building Inspector, as well as being a certified plans examiner. Mr. Marshall also has additional certifications from the National Institute for Certification in Engineering Technologies (NICET) in Fire Protection Engineering Technologies.
